Vehicles over 10 years old are prohibited from importation into Paraguay.
Motorcycles over 7 years old are also restricted.

Importation of left-hand drive vehicles is allowed in Paraguay.
Inspection:
A pre-shipment inspection is required for used cars, and the inspection is conducted by either SGS or Bureau VERITAS.
A vehicle condition report must be provided as part of the documentation.
Duties & Taxes
Import Taxes and Duties: Vehicles imported into Paraguay are subject to import taxes and duties. The tax rate generally falls between 35% and 37%, based on the value assessed by the Customs Authority.
Exemption:
Vehicles imported by those with diplomatic status are exempt from these duties and taxes.
Original Certificate of Title and Registration: The original vehicle title and registration documents from the country of origin must be submitted.
Original Commercial/Purchase Invoice (Notarized): The purchase invoice must be notarized by the Paraguayan consulate in the country of origin.

Pre-Shipment Inspection Certificate: A pre-shipment inspection conducted by SGS or Bureau VERITAS is required to ensure the vehicle is in acceptable condition. A vehicle condition report must accompany this certificate.
Veritas Verification Certificate: A certificate issued by Bureau VERITAS for verification of the vehicle’s compliance with required standards.
Permanent Residence Permit or Paraguayan ID: A Permanent Residence Permit or a Paraguayan ID must be provided as proof of the importer’s legal residency in Paraguay.
