Who Can Import Vehicles

  • Foreign citizens: Cannot import vehicles unless under diplomatic status.
  • Private non-citizens and Uruguayan diplomats: Not allowed to import vehicles.
  • Returning Uruguayan citizens: Allowed one authorized car or motorbike per person. Must have minimum 12 months of prior use and be in the owner’s name.

Vehicle Requirements for Returning Citizens

  • Vehicle must be owned and used for at least 12 months abroad.
  • Proof of permanent and uninterrupted residence abroad for at least 2 years is required.
  • All documentation must be legalized by the Uruguayan Consulate in the origin country.
  • Vehicle cannot be sold or transferred for 4 years.
  • Vehicle must be registered directly by the owner with Uruguayan authorities.
  • Annual meeting with Customs is required for 4 years after import.

Required Documentation (Returning Citizens)

  • Passport copy or identity card.
  • Original commercial invoice.
  • Driving document in owner’s name.
  • Express release bill of lading.
  • Registration certificate or proof of vehicle ownership for at least 6 months before arrival, authenticated by the Uruguayan Consulate.
  • Proof of freight and insurance.
  • Employment confirmation abroad (for returning citizens).
  • Personal sworn statement.
  • Declaration referring to Law N° 18.250 and Decree #330/2008.
  • Diplomatic franchise authorization (if applicable).
