Importing New Cars to Algeria

Definition of New Car:

Never registered in any country.
Must arrive within 1 year of manufacture.
Mileage limits: Passenger cars/vans < 100 km; Trucks/buses/coaches < 1,500 km.

Requirements:

Imported by franchised dealers with import license.
Must meet technical, safety, and environmental standards, including ABS brakes, ESC/ESP (engines >1,200 cm³), and speed limiters (engines >1,600 cm³).
Two front airbags; two side airbags for engines >1,200 cm³.
Vehicles sourced directly from manufacturers with pre-sale invoices showing final prices including taxes.
Dealers must deliver within 45 days and provide warranty (100,000 km/36 months).

Importing Used Cars to Algeria

Allowed one used car every 3 years per individual for personal use.
Age limit: Must be ≤ 3 years old.
Eligible vehicles: Passenger cars (≤ 9 seats) and Commercial vehicles (< 3.5 tons).
Commercial importers should consult regulations due to frequent policy changes.

Required Documentation

Certificate of Conformity (COC) – confirms compliance with Algerian standards.
Commercial Invoice (original, with specs, value, HS code, FOB preferred).
Packing List and Bill of Lading (Algerian carriers preferred).
Certificate of Origin and Electronic Cargo Tracking Note (ECTN).
Labels must include: importer’s name/address, bilingual labels (Arabic/English), and country of origin.

Customs Clearance Process

Declaration upon arrival – submit all documents to customs.
Inspection – customs verify documents and vehicle compliance.
Tax payment – pay customs duty, VAT, and consumption tax.
Vehicle release – issued after taxes and checks are cleared.

Note: Ports like Algiers and Oran may have seasonal restrictions (e.g., June–Sept 2025).

Taxes & Duties

VAT: 19% for passenger cars and 7% for commercial vehicles.
New/Used Vehicle Tax: 5–160% depending on fiscal power (price, luxury, performance, or age).
Consumption Tax: Based on engine displacement.

Example: A €20,000 car can incur up to €15,800 in taxes, totaling €35,800.
